Martyn's Law — formally the Terrorism (Protection of Premises) Bill — is named in memory of Martyn Hett, one of the 22 people killed in the Manchester Arena attack in 2017. The legislation establishes a legal duty for venues and public spaces to take proportionate steps to protect people from terrorist attacks.
The law introduces a tiered approach based on venue capacity. Standard Duty applies to premises with a capacity of 100 or more, requiring them to complete free terrorism preparedness training and implement basic procedures. Enhanced Duty applies to premises with a capacity of 800 or more, requiring a documented security plan, risk assessment, and designated security coordinator.
